Battery-Powered Rescue Tools for Vehicle Extrication: Key Findings from the SAVER Assessment

When seconds matter during vehicle extrication, rescue teams rely heavily on equipment that is dependable, portable, and capable of performing under pressure. A recent assessment conducted through the U.S. Department of Homeland Security’s SAVER Program evaluated several leading battery-powered rescue tools currently used by emergency responders.

This article is based on publicly released information from the National Urban Security Technology Laboratory (NUSTL) and the System Assessment and Validation for Emergency Responders (SAVER) Program. Original source material was not written by Bergeron Protective Clothing.

Why Battery-Powered Extrication Tools Matter

Battery-powered rescue tools — including cutters and spreaders — are designed to help emergency personnel gain access to victims trapped inside damaged vehicles. These tools eliminate the need for hydraulic hoses and external power units, giving responders increased mobility and faster deployment during rescue operations.

From October 25–27, 2022, emergency response subject matter experts from across the United States gathered at the General Motors Milford Proving Ground in Michigan to evaluate six NFPA-compliant battery-powered extrication tools in simulated rescue scenarios.

Tools Evaluated

The assessment included both cutters and spreaders from three major manufacturers:

Cutters

  • HURST Jaws of Life S789 E3
  • Holmatro Pentheon PCU50
  • Genesis Rescue Systems C236-SL3 EForce

Spreaders

  • HURST Jaws of Life SP555 E3
  • Holmatro Pentheon PSP40
  • Genesis Rescue Systems S49-SL3 EForce Spreader

Evaluation Categories

Each tool was assessed across five primary categories:

  • Capability
  • Usability
  • Affordability
  • Maintainability
  • Deployability

Emergency responders evaluated factors such as:

  • Battery operating time
  • Ergonomics
  • Ease of use
  • Portability
  • Compatibility with PPE
  • Startup time
  • Visual displays and LED lighting
  • Maintenance considerations
  • Warranty and service support

Overall Results

According to the assessment, HURST tools received the highest overall scores in both cutter and spreader categories, followed by Holmatro and Genesis.

Cutter Rankings

Company Model Overall Score
HURST S789 E3 4.2
Holmatro Pentheon PCU50 4.0
Genesis C236-SL3 EForce 3.5

Spreader Rankings

Company Model Overall Score
HURST SP555 E3 4.3
Holmatro Pentheon PSP40 4.0
Genesis S49-SL3 EForce 3.5

Key Takeaways from the Assessment

Ergonomics and Portability Matter

One of the strongest themes throughout the evaluation was the importance of ergonomics and balance during rescue operations. Evaluators noted that handle design, battery placement, and tool weight distribution significantly impacted usability.

The Holmatro Pentheon PCU50 cutter scored especially well in ergonomics and portability due to its:

  • 30-degree offset design
  • 360-degree rear handle
  • Balanced battery placement

Responders reported that these design features improved control and reduced fatigue during operation.

Battery Performance Is Critical

Battery life and operational runtime were identified as major operational considerations.

HURST tools scored highest in battery operating time, with evaluators confirming strong runtime performance during testing scenarios.

Genesis tools, which utilize Milwaukee V28 batteries, received lower scores for battery duration. Evaluators also discussed the tools’ standby mode feature, which activates after 30 seconds of inactivity. Some responders appreciated the battery-saving functionality, while others preferred a longer inactivity buffer before shutdown.

Supporting Emergency Responders with Reliable Equipment

For emergency responders, equipment performance directly impacts operational effectiveness and victim outcomes. Assessments like this provide valuable insight into how rescue tools perform in realistic field conditions and help departments make informed purchasing decisions.
